한국 캐나다 통화스와프 상설계약 체결

 

2017.11.15일(한국 기준 16일) 한국은행과 캐나다중앙은행은 원화/캐나다달러화 통화스와프 계약을 체결했다.

한국과 캐나다 중앙은행은 금융여건상 필요시 상대국 통화스와프 자금을 활용하여 자국 금융기관에 유동성을 공급함으로써 금융안정을 도모하기로 합의 하였다.

 

금번 한국과 캐나다 중앙은행간 상설통스와프 계약은 사전에 최고한도를 설정하지 않고 이용할 수 있으며 만기를 특정하지 않은 상설계약(standing agreement)이다.

 

한국은행 이주열 총재와 캐나다중앙은행 Stephen S. Poloz 총재는 금일 캐나다 오타와에서 통화스와프계약 서명식을 개최하여 동 계약서에 각각 서명하였다.

 

 

 

 

 

한국은행 통화스와프 체결 현황

 

 

 

 

금번 한·캐나다 통화스와프는 지난번 중국과의 통화스와프 만기연장에 이어 한국은행과 정부가 합심하여 협상의 전단계에서 모든 정보를 공유하는 등 긴밀한 공조를 통해 이루어진 결과이다.

 

캐나다는 신용등급 최상위 선진국이고 캐나다 달러화는 사실상 기축통화로 평가된다. 최근 중국과 통화스와프 협정 연장에 이은 통화스왑 계약체결로 더해 외환위기 시 안전장치를 추가로 확보하게되었다.

 

한국은 현재 중국, 호주, 말레이시아, 인도네시아와 역내 금융안전망인 '치앙마이 이니셔티브'(CMIM)'를 통해 1천168억 달러(미국 달러화 기준) 수준 통화스와프 협정을 맺고 있다.

 

연장 협의 중인 아랍에미리트(54억 달러)를 포함하면 양자간 협정 대상은 5개국, 규모는 1천222억 달러로 늘어난다.

Bank of Korea and Bank of Canada sign currency swap agreement

FOR IMMEDIATE RELEASE                   November 16, 2017(Seoul Time)

 

The Bank of Korea and the Bank of Canada today announced a standing bilateral liquidity swap arrangement, effective immediately. The arrangement allows for the provision of liquidity in each jurisdiction to support domestic financial stability should market conditions warrant.
This effectively enables the Bank of Canada to provide Canadian dollars to the Bank of Korea, and to provide liquidity in Korean Won to financial institutions in Canada, should the need arise. Likewise, the Bank of Korea can provide Korean Won to the Bank of Canada, as well as provide liquidity in Canadian dollars to financial institutions in Korea.
Governor Juyeol Lee and Governor Stephen S. Poloz signed the agreement establishing the swap arrangement at a ceremony at the Bank of Canada’s head office in Ottawa, Canada.
